It is. There are reasons for concern though that are mentioned in the article. I'm cautiously optimistic.

It could be.   But I wanna see the part where they gotta work with people in the neighborhoods to make sure it's not just a grab for developers to screw things up, take the money, and run...

Does the Arena qualify as a decaying structure?  Maybe we can use some of the money to tear it down?

Maybe the rioters should have set their sights on it back in May.

They could work the concession stands during events, too. Just don't let them run the register.
