I'm interested in your premise... but I'm kinda hazy on how you got there.  


I'm not sure what actual information that chart provides.  It's not like being near the top of that list is a good thing.  Teams with big counts have them because they were in bad shape and were bailing water, trying to find MiL guys to plug holes.  Good franchises and teams are all over the place, but generally somewhere near the middle... I don't see how a diff of just 1 or 2 means anything...


Now, it wouldn't surprise me to learn that there are team-by-team patterns re: how good they are at getting ML help from the lower rounds... but I don't think the data in that chart tell us much about that...
