I'm surprised how high UNC is on this list.

For the reasons mentioned in the column, UNC up high makes sense. What wasn't mentioned that is nice is that as a basketball school, football expectations are probably lower than the program's potential ceiling, which usually buys a little extra job security.

It's still way too high IMO and looking at the comments in that article, many people don't agree with this person's assessment.

I'd definitely put Clemson over UNC.

While the resources a coach is given at Clemson are pretty nice, it's very difficult to meet the high expectations....hence they are regularly listed among college football's "underachievers." While the area does produce a lot of good players, their close proximity to two better-known, better-funded SEC schools that are also state flagships (USC and UGA) add to the degree of difficulty.
